argument.
NeutronClient has the provision to pass attributes to the neutron server, even
if the attributes are not listed for the specified CLI.

The reason why this is so , is because the shell characters are being
evaluated [1] when passed as an input to the neutronclient. You can try
the same experiment with any other client ( like Openstack Client) or

Networking-OVN's gate broke [0] after [1] was merged due to the missing
definition of provider_network_attribute_updates_supported in [2]. In my
opinion, it would serve a better purpose to have this definition in the
base class itself.
Fix is already merged
