The movie is about how failing to communicate about sex openly has a destructive affect on personal relationships and, by extension, society. Clearly, Frank thought sex should be de-mystified and dealt with openly and directly. I can see where one might suppose that Zappa would have regarded the film as being socially constructive. Of course, that's just my reading of it. I can imagine a valid, contradictory one, too.
