a -F to force the attachment. I tried that and it shows as installed, then was

Firstly ensure both global zones are at the same Solaris level
including patches.
then try zoneadm -z attach -F.
This forces an attach and marks the zone installed without checking.
Once booted do all the checks to ensure all is correct.
