Or you could use a dynamic dns service, there are alot of free services on the
net.
You just have to live with having a small small program checking your ip and
updating their dns.
www.dynu.com has this service, and it works fine.

Someone said regarding dhcp "In addition, ISPs want you to pay extra for
static, to make it harder to run servers."
But wouldn't it be simple to have a script that checks for the ip address
every day, and if its changed, send an email to your regular users informing
them of the new address?
