Something like this exists. Several free services give you the possibility to take a domain name (as http://xyz.dns2go.com ). Then, when you get online a client automatically sends the new IP-Adress to this service provider and the DNS is updated immediatly.
Like this it is possible to create a server with a static address even when the IP-Adress is assigned dynamically. http://dns2go.deerfield.com/ is one of the addresses to start...
