Use dynamic dns services... You can find a lot of free services with a
quick search on the web...

You choose a dns name ex. Foo.bar.com and download a small program that
will run on your pc constantly. The programs checks your ip and updates
the dns server responsible for foo.bar.com so it will always resolve to
your current ip.

But wouldn't it be simple to have a script that checks for the ip
address every day, and if its changed, send an email to your regular
users informing them of the new  address?
