Because PSARC 2002/547 ("Greenline") specified it that way. It's not
much more complex than that, and those wishing to change that
direction (rather than just complain on this list) need to address
that central architectural change _first_.
We really should make this case and its written opinion public ... the
only reason that it's not is that it greatly predates OpenSolaris.
