if the smoke is always happening, then the rings are shot on the pistons.  
The oil scraper rings are probably shot and the compression is low which will 
give you lose in power most definetely.  To determine which cylinders are 
affected, just pull the plugs out and see which has the oil on the electrode. 
 If all the plugs are fouled with oil, then the car should be hard to start.  
Is the car hard to start?  I feel that since you are losing power bad, then 
the compression is lost and that is the piston rings mostly.  The valve seals 
going bad would indicate either slight burning when the car is warmed up and 
you get that puff after stopping at a light and it quits.  
        If you are going to find out the problem, best to just rebuild the 
existing motor with new pistons and rings and have the block bored machined 
to get the groves out.  
        I suspect the oil was not changed regularly if all the plugs are 
fouled.  That would indicate that the particles were working into the 
cylinders and causing wear inthe sleaves and the rings and pistons.  I bet if 
you pull the motor apart, you will see vertical grooves in the block cylinder 
walls and on the pistons.
