In case this isn't obvious, this is the first "official" step in creating a
new newsgroup.
If someone thinks the RFD is seriously flawed, they have 21 days to submit
comments and possibly get the RFD revised.
After 21 days (or more) you will get a chance to vote on the new newsgroup.
