First, "occasionally" is a vague term, and second, not everyone would
agree with you on this. Personally, I see putting "OFF-TOPIC" on the
the Subject: line as similar to putting on your flashers (sorry, don't
know the British term for you UK'ers :-) when you're parking illegally
-- it's silly and doesn't excuse it (and won't necessarily stop you
from getting a ticket).

I mostly feel that this issue should be dealt with off the list, and
indeed is a bit childish. But what I mostly want to say here is that
people seem to be taking one person's word and assuming that there
really was abuse/harassment here. Only one side of the situation has
been presented (Adam Smith's, the accuser), and not in very much
detail (not that I think more should be posted to the list).
Yesterday, someone did post part of an email exchange with Adam Smith
where they had sent him email basically saying "don't post off-topic
posts to the list", nothing harassing, and Adam Smith's response was
essentially "Stop harassing me or I'll report you for abuse".
But really, I think this situation should not be played out on the
list.
