I assume that you are running the Sun JDK 1.3.1. If so, place
your servlet.jar in the c:\Program Files\JavaSoft\jre\lib\ext dir. The
Sun implementation uses the ext directory found there, not the ext in the
c:\jdk1.3.1 directory.
