Since win 2000 isn't based on ms dos no more, they must have found another
way to set the the variables into memory WHILE WIN 2K IS RUNNING (at least
on my pc with my win 2000 build 2195, SP2 installed) !!!
i really don't get why you have to reboot...

because the setup needed to replace some out-dated dll-files which are
loaded into memory and for that reason cannot be overwritten.
