If you set the env variable in the Control Panel, and open another instance of
the command prompt, the new (or modified) environment variable will be
available. You do not need to reboot the system. Variables get loaded into the
memory when you set them thru the control panel and are accessible by all
subsequent instances of the command prompt.

I've run W2K since the beta 1 release and if you set an env variable in the
command prompt, it's immediately available for applications using the same
instance of the command prompt. Open another window and you do not have
access to the variable. Set it in the system applet and you have to reboot
before it's available because the variables only get loaded into system
memory on start-up. Why do you think Microsoft forces you to reboot after
installing software?
