The thing is, there are plenty of FAQs already out there.  What we
need is for people to be more responsible, to make use of all these
resources before posting to the list, to not post off-topic questions,
etc..  What I think would work better is for there to be a message
that gets sent out to new subscribers explaining all this.  And
perhaps that message should get posted periodically as well.  But this
is something that the list moderator would have to do (well, I guess
anyone can do the periodic posting, but not having something
automatically sent to new subscribers -- well, it could be fudged, I
guess :-).  Such a document could list some of the FAQs.

If the list moderator doesn't respond, and if there's some consensus,
I could have a go at writing a draft of this (I'd use the old periodic
policy postings as a starting point).
