Dave T, Did you consider fashioning the grip base end out of an old graphite shaft? Cut the butt end off and then cut another section out of the shaft that will fit inside the butt section that can be epoxied in to hold the 1/4" shaft. Do you think that type of treatment would work for the grip base? Or do you think the dowel/aluminum rod is needed so the total weight and/or swingweight matches a normal club? How about a section of Plexiglas rod?
