I'm not about to beat on this, but I seem to recall reading in the "Decisions" that a ball is deemed "holed" if it it substantially below the rim, or lip, of the cup. I really am not sure about this but it certainly rings bells in my somewhat decimated memory bank. You could look it up.

I understand what you're say but technically my shot was not holed out (yet). If he picks up my ball is he conceding my next stroke or is he interfering with my ball? I have the decisions. If I get ambitious I'll try to look it up.
