You might try heating up the ferrule to soften it a bit with the heat gun before you cut it. Also...be sure you make the cut on the BACK side of the shaft so that if you do slip, your knife takes paint from the back side of the hosel instead of scraping across the top of the head. And...always cut away from yourself. My son sliced his hand really bad one day while removing ferrules.

I have been using a razor knife to just cut them off, but a couple of weeks ago my knife slipped and I took a big chunk of paint out of a Taylor Made 580 driver I was going to reshaft for a friend of mine. Luckily, he hits the club so much better now that he doesn't mind quite so much. But I do, so how do you guys do it so that you know you're not going to do the same thing?
