Don't play with the guy . . . "shun" is, I believe, the proper word. Sooner or later the guy will get the message. We have a couple of guys like that here. In fact, during a recent team play match (max hdcp index 18.4) the opposing captain shoved an 18.9 guy at us. The guy played down to 18.4 and shot 84, net 63. A week earlier he shot 86. I reported the guy to NCGA, our association. Fool me once shame on you, fool me twice shame on me.

The issue is best handled by the Tournament Committe or Handicap Committee.  If you don't have one there isn't much you can do.  The problem is wide-spread here in Hawaii.  I haven't played in more than a handful of tournaments in the past six years because of the rampant cheating.  The times I played, I went in knowing I was going to lose.
 
The direct approach won't accomplish much.  We have a very little guy (anyone could beat him up) who always plays as a 19 but he is a 13.  He told me that the USGA had no control over him and that he didn't have to recognize anyone's handicap system, much less enter scores.  So we just avoid playing against him.
