You are correct.
Apparently you were taught more recently than I was taught. It used
to be that there was a formula for rating based [almost?] completely
on length. That must have been about ten years ago or more. I just
did a quick investigation, and that formula is no longer in use.
Today it is an average of scratch scores on the course.
