HCP indexes are adjusted to the course, so I should have said a person
who shoots 2-3 strokes lower than their course adjusted HCP in
consecutive tournament rounds is 100% a sandbagger.  About the only
exception is someone who has dramatically improved their game recently,
but still has high scores that are being used for HCP, and that would be
an unintentional bagger...
