That having been said, you apparently followed a HOWTO that had no
resemblance you either of the configurations in your post. In both
cases, the HOWTO that you should be following is:

        http://www.shorewall.net/standalone.htm

And if you have problems with the configuration from that HOWTO, then
please include the output of 'shorewall dump' collected as described in
http://www.shorewall.net/support.htm.
