It would seem that manpower is the big problem.

I am just wondering how many volunteers are out there. Could it be
that help is available but it needs be coordinated somehow? Would it
help, if we had some sort of people list where we could all state our
skills and how much time we are prepared to give to SHR?

Maybe there are some people who could help with the Wiki and bug
tracker, maintain the manual or carry out pre-release testing. Maybe
some people could volunteer to become package maintainers for various apps?
