It's a nice idea, for too much hassle for something not *that* useful, because when you are reading you will probably ask the screen (either automatically or manually). A popup is not what I call nice. Especially not popups that depend on timing, and pops up on the phone's own initiative. The idea reminds me of a certain paperclip that the ms-office users learned to hate . . .

Another solution: A top bar icon to click, that toggles the timeout on and off. Small, always there, don't get in my way.

A popup gets in the way of what I wanted to see, when I touch the
screen. So, not only will I have to turn the light on again, I will also have to dismiss some popup.

If the top bar gets too crowded with such things, merge several of
them into a pulldown menu. Toggling the backlight timeout is
useful but a two-click operation is ok. (Unlike bringing up the
keyoard, which ought to be one-click...) This can be done already by using shr-settings, but that takes way too much time.
