Interesting.  Perhaps that means that when I see this, it's because the
application concerned is actually crashing.  I see it most regularly
after sending an SMS.

There is the first run wizard, which allows configuration of the
international prefix (e.g. 00), country code (e.g. 44) and national
prefix (e.g. 0).  I would guess that that's enough for converting
numbers in the two cases that you and I mentioned.  Is anything else
needed?

I haven't really noticed this myself yet, but given that the main
dictionaries are language-separated, and that the keyboard only allows
referring to one of those at a time, I agree that it makes sense for the
user dictionaries to be language-separated too.
