I'm not presupposing, I'm saying that today you CAN do what you want
with IRR data, some folks do this with varying degrees of
success/failure. you could improve this with RPKI (or resource
certification)... you'd still be limited to those folks who do
filtering to begin with. You might pickup more filterers with 'more
simpler filteringz', but that's a gamble.

If you want to be closer to a solution, do it in the protocol that
sends the data around, tag the route with a bit(s) that say:
"customer" or "provider" or "transit" or "jimmyhat" ... sign that
bit(s) and let's march on.
