I fully Disagree this Proposed policy:Reason are here:
(1) Why it is only prohibit on 103/8 ? Why don`t set policy to prohibit the
whole transfer within APNIC members and request the unused IP bloack to return
to each RIR / APNIC ?(2) There have demand for the transfer means there have a
real member who need IP address, whatever it is free to get or buy in the
market.(3) Lower transfer rate at other IP block means, the older members hold
it but don`t use or sell or transfer to other one, it doesn`t have special mean
if 103/8 have highly transfer rate.(4) Only set the prohibit limit on 103/8
mean this policy is discriminate against to the new membership, the new members
don`t have to right to transfer their IP range.(5) IP address transfer is a
free market, any policy to limit the transfer doesn`t have the real solution
for IPv4 address exhaustion.
