Hi Bertand,
Ok you are a new member, here is the case:You can imagine that, you joined your 
membership 1 year ago, you are running out of all of your IP address (1024 ip). 
How you can keep grow of your network/business? No Free, yes you cannot apply 
any new IP address from APNIC under the current policy, then? you need to buy 
in the market. That`s the fact, APNIC don`t allow you to request more IP under 
your new membership.
After this policy, all new member cannot grow after they run out of 1024 IP 
address, even they buy from the market. Is it fair ? Why the old member can 
holding /16 /15 IP block without any pressure to return to APNIC, but new 
member have no room to grow ?Any old members are also came from new member 
stage.

transfer it ? unless I’m a fake new member whose sole purpose is to make money 
on IPv4 transfer … This is what this policy is all about !
