If I am a new member, with a newly acquired IPv4 block, why would I want
to transfer it ? unless I’m a fake new member whose sole purpose is to
make money on IPv4 transfer … This is what this policy is all about !
Ben then again, I can imagine that a new member could go out of business
and could want to transfer a portion of his /22 … seriously ???
Everything should be free (not as in free beer), but because there will
be always someone to abuse it, it has to be regulated.
