One would certainly hope not… It is highly irregular to ask a registry to operate contrary to policy based on the possibility of a pending policy which may or may not actually gain consensus.
Unless the EC feels that emergency policy action is warranted, the registry should continue to operate normally until such time as the policy is changed through the policy process. This is my opinion, and mine alone. The EC and/or APNIC staff are free to tell me that I am wrong.
