If I understand correctly https://www.apnic.net/community/policy/operational-policies-nirs/, section 3.5, we can simplify the role of NIRs as “administrators”, they don’t “hold" anymore addresses, so they are just an intermediate step, but the real allocation is done by APNIC from the relevant pools.
In any case, as explained already, the proposal doesn’t directly relate to connectivity, but to what was the justified usage in the original allocation request.
