The cheapest I was able to find was at texas.net, the "Dedicated Lonestar"
account.  It runs $90/mo., one (and ONLY one) static IP.  I had to get special
dispensation to run a server on it.  They wouldn't transfer that dispensation
to the low-end ADSL line, so I moving to the 5GB metered account at Jump.  Even
with 5 static IPs it ends up being $10 cheaper than the dial-up.
