I have a SoundBlaster 16 and had unmitigated hell figuring out how to get
it to work in Debian. I finally did just a few days ago. Unfortunately,
the drive that Debian lives on seems to have died today, so I'm giving you
info from my somewhat battered memory.
Try, in /etc/modules,
sb io=0x220 irq=5 dma=1 dma16=5 mpu_io=0x330 # May have been mpu_io=0x300
softoss2 # If you're running 2.2.xx
If I get that drive to come up, I'll send the correct config along....

Oh, yeah, most of the SB16s _are_ PnP, but the module requires the
parameters, so you don't need isapnptools.
