No errors about not being able to get a DMA, for example?

Sounds like the card is PnP then, because the old SB16's have lots of
jumbers (but not as many as an Adaptec 1542 :)
Did you enable PnP support in your kernel? I've never tried this, but
maybe it was enabled for you in the Redhat kernel ...
