Definitely not in the US. Closed circuit cameras are common place in
the malls, but not in dressing rooms. Perhaps the only place that
explicitely states "you are being recorded" is Yellow Cabs.

That's my recollection* as well; are you perhaps thinking of the UK?
On the continent, one is greeted by store employees upon entering a
shop. In London, upon entering a shop, one is greeted by the CCTV
placard.
Public areas are not immune, either. My wife and I played
cameraspotter for a while, but the game palls, because it's generally
much too easy. Has this developed over the last few years, or has
London been Brinworld for a while?

* Very possibly outdated. Men's clothing has fairly reliable sizing,
so I haven't much experience with changing rooms. My wife thinks that
the Walmart/Macy's end of retail may have used them, but again,
doesn't
remember it as having been "par for the course".
