If I were to buy a laptop when visiting a foreign country, how do I get a good exchange rate for my money? I could just swipe a credit card, but my bank's rates are significantly higher than the market's. If I take traveller's cheques, the store may not accept them. Cash will be very suspicious at immigration.

What is a good way to transfer money in such a case?

You can carry upto 3.5 to 4k USD openly and that should get you a very decent laptop indeed - high end macs, sony vaios etc.

TCs can be negotiated just about anywhere - dont worry about it. If theres a hassle you can always go to a nearby bank and redeem them there
