Oh. Had forgotten about this - this is a rather convenient way of taking forex on jaunts. The debit card I have used is Citibank's World Money card, signing up is breezy (<3 hours from filling form to receiving card and PIN mailer - these two are enough to access the account online too), you pre-load it from India and use it abroad - at the day's prevalant exchange rate. $2 charge is for cash withdrawals and adding funds - POS transactions have no charges.
