i remember when they made seat belts mandatory,there were models of 
mahindra jeeps and trax 4x4s which 
came *without* doors, but they had seat-belts in these things which were 
basically fixed black canvas straps 
(not the tensile intertia-reel variety  which is safe)...these are the 
types which choke people and still come on 
some of the lower  end four wheelers....

and if i recall, turn signal indicators were made mandatory only in 
1995...! (which is why hand signals are so 
popular....and we still find 'no hand signals' printed as a warning behind 
some cars....)
