I'm afraid most Mumbai hotels with decent food/bed/broadband are high-end. I'd recommend the Grand Hyatt, near the domestic airport (NOT the Hyatt Regency near the International Airport), and the ITC Grand Central, which is midtown and traffic-infested, but accessible.
The Leela, Taj Land's End and Intercontinental The Grand (what is it with Mumbai hotels and the word 'Grand' anyway?) are excellent, but absurdly expensive. Another excellent place, but a little out of the way, is the Renaissance.
