When specified on the day of purchase, my supplier, HOOVER AND STRONG, certified that the silver I was purchasing was ".999 pure fine silver". I have the certificate in a file right here. When I refer to 3 nine silver as being necessary for the production of colloidal silver, THIS IS THE PURITY I AM REFERRING TO. (.999) The standard of perfection is "1.000", the 3 nine purity is only .001 off the mark. It is certainly close enough. There is obviously a lot of confusion about this, even among dealers, aparently. The silver ingot I am using as an electrical contact on my "zapper" has ".999" clearly minted on one side. This is 3 nine purity. Hope that makes it clear.
