There is a lot of data which contradicts that.

Chimps which have been taught to sign, will create sentences, and communicate at the level of about a 5 year old. They will put words together to make sentences they have never been taught. They also sometimes use tools they have made. Parrots also have been known to do this as well. Dolphins show a high intelligence, and can communicate through symbols. Octopuses are quite intelligent, and almost impossible to keep trapped, the will figure out how to open the door in short order.
