The product made at home and is what most commercail bottlers sell "EIS" [CS] consists mostly of ionic silver [85-97%] Silver Hydroxide [ mostly a colloid ] some silver oxide and some metallic colloid.

All of them kill germs, mostly via various ion exchange mechanisms.
Which works better and where is up for grabs, but you have them all.

On the other hand you have mild silver protein [MSP] estimated by some to be 1/50th as effective per PPM due to low surface area exposure. "Nano-Silver" another powder mixed in water, originally made for industrial processes and coatings. [Particles many nanometers in size ] And a few that "claim" to make a metallic colloid of a smaller size that might actually be a form of silver oxide...and probably better than the above two.

And then silver citrate and acetate in ionic solutions rather than colloids, being highly soluble in water..and probably quite effective.

Whether or not home made is the very best for all things is immaterial....it works and is dirt cheap. Compare $5-$7 an ounce to $1 a gallon...and most of that for the water you make it in.
