Im sure it was 1ma per square INCH I actually use 0.2/0.1 ma per square inch for much better and easier results....

I think that this is too much complicated. I have been using CS for almost 20 years now, and I would say that it is sufficient to use very pure water. When you use your apparatus you should not see any cloud. But after 20/30 minutes the water should taste slightly bitter and metallic. If you see any cloud it would be very light golden brown. When you have this golden color then you know your colloids are very fine , in the nano scale. Anyway, the friends who told you to use this specification have undoubtedly done the research and, if you can, then follow the instructions. Remember that as your electrodes wear out the area would change too. But don't worry too much about this. As I said I have used CS for a long time, and for the last few years I have been using MMS, which I found is even more effective than CS. I use both.
