I think I was talking to someone who wanted to know which
lead was positive and which was negative, for a wall mounted
charger type supply, or if the output was AC rather than DC.
Many such supplies also have an unregulated output and the
voltage will be considerably higher when using it to make CS
than when it is charging batteries.
One of those little $5 meters can answer all those
questions, including is the supply working or burned out.
