Sunlight only effects silver salts or halides, and is not a function of the oxygen content of the water. When silver shares an electron with a ligand it requires little further energy to completely remove that electron to the ligand and reduce the silver ion to metallic silver. A reducing agent must be present for this to occur, much like photography. Silver is oxidised and reduced by electrolysis at a lower value than oxygen or hydrogen (thanks to the electrode over potential required) and so is the favoured reaction at modest voltages, this is not true of high voltage generation. It is the current that determines the amount of silver electrolysed, and so larger electrode surface area not voltage is the best method to maximise this (IMO).
