Gee, you don't want much, just my trade secrets ;-)

100% ionic can be made from electrically produced CS and H2O2.
Silver colloids can be made by a chemical reduction method as described by
Lei and Meisel and modifications thereof. Other methods include, laser
ablation, plasma emission and capacitive discharge.

You will need to do some homework.
