If silver particles have no charge what makes them move in an electrostatic
field?
My point is, you can't write a reaction with silver particles, charged or
otherwise with Cl, at least not one of which I am aware.
So you should be able to make a normal saline without reacting with the
particles; whether the salt will affect the efficacy  of the sol, I don't
know.  Practical experience seem to indicate that it still is potent.
We are covering the definitions ground again,  all of the definitions I have
seen define ion as a charged particle; molecule or atom.
They say nothing about the origin or mechanism of the charge.  Both a
particle with an electrical charge and an atom with valence charge are
defined as "ions".

James: I think you are mixing apples and oranges. Silver IONS react with
chloride IONS. Silver particles have no charge. In order to have a CHEMICAL
(we're not taking about ADsorption) reaction there has to be a charge
balance
(among other things). So write the reaction(s) you are contemplating, and
don't forget to balance the charges for reactants and products. Roger
