This is not a big-time problem; instruments that measure to 0.1 micro Siemen are available off the shelf for about $100. For 5 times that you can get down to nano. All of these can be gotten with NIST certification for under $100 additional, and can be recalibrated in the field with standard solutions and if necessary returned to the maker for NIST recert.
