I agree, the only thing smaller than an ion is a nucleus or electron. An ion is typically smaller than the atom of the same material. He is totally blowing smoke.
An angstrom is 10^-8 cm, or 1/10,000 of a micron or 1/10 of a nm. A silver atom is 1.44 and a silver ion is 1.26 angstroms in radius. Anything smaller and it is not silver.
