I read a few years ago that this program began in Britain during the
years just prior to WWII. If that is correct, it would be less than 70
years, though I am no expert on the topic.
Supposedly the program was in response to wartime shortages of other
protein sources for the cattle. One theory is that it simply took a
long time for the disease to emerge.
