Take two lengths of plain bare copper house wireing, dangle them in the
water a couple of inches apart and apply anything over around 30 volts DC
to it from any source.
 I never got any results using 27 volts.  32 volts seems to work just fine.
 Not letting them touch each other is a good thing.  Spacers can be made
out of milk jug plastic with holes punched in.
 The longer the wires, the faster CC gets made.

 Most 12 volt wall transformers will output 15-18 volts and can be hooked
up in series to get the higher voltage needed.
 Most 100 milliamp and up rated 24 volt transformers will output 36-40
volts at these loads.
